Canadian Slang
when used in reference to a girl or woman, this means a certain kind of talkative, dizzy, not-all-there kind of personality, as in "man, she's a spinny chick, huh?" and "I dunno man - she's pretty spinny." See also Surrey girl (though the terms are nowhere near synonymous).
